(a) The Manager may use the following powers as deemed necessary:
(1) Limit future connections to the system if sufficient capacity is not available.
(2) Establish service agreements with areas outside the Village limits for the purpose of providing treatment of sewage wastes.
(3) Require grease, oil and sand interceptors when they are necessary for the proper handling of liquid wastes containing grease in excessive amounts, or any flammable wastes, sand or other harmful ingredients. All interceptors shall be of a type and capacity approved by the Manager and shall be located as to be readily and easily accessible for cleaning and inspection.
(b) The Manager and other duly authorized representative bearing proper credentials and identification shall be permitted to enter all private properties through which the Village holds a duly negotiated easement for the purpose of, but not limited to, inspection, observation, measurement, sampling, repair and maintenance of any portion of the sewage works lying within such easement. All entry and subsequent work, if any, on such easement, shall be done in full accordance with the terms of the duly negotiated easement pertaining to the private property involved.
