(a) Sewer service rates shall be established by Council as follows:

(b) Those persons, firms or corporations receiving sewer, only in the Johnstown State Route 62 (west) service area, shall be assessed a charge for sewer equal to that charge to other users in a similar or identical user group for sewer usage receiving sewer services within the Village as determined by meter usage. If there is no exact same user comparable with metered usage, then the charge shall be based on the average usage for all of such users within the same general classification of user usage. Persons charged under this provision shall be notified of the proposed rate charge at the time of the assessment thereof. The user so charged shall then have the option at his/her own expense to have their use metered. In such event, such user shall pay the amount based on the rates as set forth in subsection (a) hereof.
(c) The water service rates to be charged for water service provided to properties that purchase water only, and not sewer services, or sewer only, and not water services, shall be calculated by taking one-half of the current total rate of water and sewer combined.
