(a) All charges provided by this chapter shall be collected monthly, subject to the provisions as follows. The charge based on monthly usage shall be read once every month and the user shall pay on that actual reading.
(b) Failure to object to the aforesaid reconciliation prior to the due date for the payment of the charge based on the actual reading shall be deemed a full and complete waiver of any objection to the charges for the prior period.
