(a) The water service rates to be charged for water service provided to property located within the Village shall be as follows:

(b) The water service rates to be charged for water service provided to properties outside of the Village limits shall be above rates plus a surcharge of one-hundred percent (100%) of such rates unless otherwise determined by the Manager through a developers agreement.
(c) The water service rates to be charged for water service provided to properties that purchase water only, and not sewer services, or sewer only, and not water services, shall be calculated by taking one-half of the current total rate of water and sewer combined.
