(a) The plans and specifications for the necessary character of the workmanship and the kind and quality of the materials to be used in making and construction of sidewalks shall be provided and kept at all times by the Manager or his designee in his office, open to public examination.
(b) The grade and construction requirements for sidewalks shall be those shown on file with the Village Clerk unless special plans and specifications are ordered by resolution of Council and notice thereof served upon the owner in which case such special plans and specifications shall be followed.
