No depression or lowering of the level or grade of sidewalks shall be recognized or permitted for the purpose of making or constructing a driveway or entrance to private or public property or premises bounding or abutting on such street from the roadway thereof. However, a variance from this requirement may be granted by Council upon recommendation of the Manager or his designee.
