(a) Any person desiring to install or construct public sidewalks on any premises within the Village shall secure a permit therefor from the Manager or his designee and shall, at the time the permit is issued, pay the fee required by subsection (c) hereof.
(b) The Village of Johnstown, the County of Licking, the State of Ohio, the United States of America, Township Trustees and Board of Education shall be exempt from the paying of any sidewalk inspection or permit fees. (A.O.)
(c) The fee for a sidewalk permit shall be twenty-five dollars ($25.00).
