The franchisee shall, for the privilege of installing system facilities in, under and over the Village streets, and other public grounds and operating the system in the Village subject to the provisions of this chapter which are for the protection of the Village and its citizens, make payments to the Village as follows:
(a) In consideration for the granting of such franchise, the franchisee shall pay the franchisor expenses necessarily incurred in the granting of such franchise, including, but not limited to their legal, clerical and administrative expenses as well as the cost of publishing this chapter.

(b) A fee for the operation of a cable television franchise shall be as set by Council from time to time. The first such payment shall accompany acceptance of the franchise.
