(a) The franchisee shall charge a reasonable rate for cable services and a fair and reasonable amount for all other incidental and necessary service. Such charges shall be applied uniformly to all customers except for service to the Village office and fire station.
(b) These services shall remain in effect for three years, and thereafter appropriate cost of living increases or decreases, and any increase in satellite services may be made, provided such increases result in a reasonable rate. The satellite services shall be evaluated at yearly intervals thereafter.
(c) The franchisee shall provide the franchisor with all necessary documentation at its expense to verify any requested increase of rates.
(d) To be included in the cost of the monthly service charge of subscribers to "The Movie Channel" shall be a television guide listing the available movies on "The Movie Channel" with a detailed explanation thereof, including times of appearance. It is to be published and distributed to the subscribers of "The Movie Channel" at the sole expense of the franchisee.
