(a) The franchisee shall replace all streets, alleys, sidewalks, public grounds, public places on and in which any work shall be done under the provisions of this chapter in as good order and condition as the same were before the doing of such work.
(b) All lines, equipment, and connections shall be erected and operated in such manner as not to interfere with travel on the streets, sidewalks, and alleys and public grounds and places of the Village. Should the franchisee desire to utilize private grounds, property or facilities with regard to the construction, erection and maintenance of the cable television plant, it shall be the franchisee's obligation to contact the owner of such grounds for permission for the intended uses. This grant shall in no way be construed as authority, express or implied to enter upon private lands or property without the consent of the owner thereof.
