(a) The Village hereby grants Multi-Channel T.V. Cable Company a nonexclusive franchise to construct, erect, operate and maintain in, upon, along, across, above, over and under the streets, alleys, public places now laid out or dedicated, and all extensions thereof, and additions thereto in the Village poles, wires, cables, underground conduits, manholes, and other television conductors and fixtures necessary for the operation and maintenance of a cable television system in the Village and to furnish and sell service from such system to the inhabitants of the Village.
(b) Prior to the utilization of any public grounds, places, locations or property determined by the franchisee to be necessary for any aspect of its cable television plant, the franchisee shall first obtain the consent of the appropriate authority within the Village who shall then submit his recommendation for the use of such public grounds, facilities or property to Council for their full approval.
