(a) VACANCIES.
The office of Council member shall become vacant upon the member's death, resignation or forfeiture of office as provided in Section 3.10 of this Charter.
(b) FILLING OF VACANCIES.
A vacancy in Council shall be filled by a majority vote of the remaining Council members. If the vacancy occurs on or after July 1 of the second year of the term, the person elected by Council shall serve for the unexpired term. If the vacancy occurs on or before June 30 of the second year of the term, the person elected by Council shall serve until a successor is elected at the next regular municipal election. The person so elected shall take office on January 1 following such election. If Council fails to fill a vacancy in Council within thirty days after the occurrence of the vacancy, the Mayor, within fifteen days, shall appoint a person to serve for the time as provided in this Section.
