(a) The Manager, after investigation of the moral character of the applicant and the premises involved may issue licenses for one or more mechanical amusement devices or mechanical musical devices on the same license blank, in case one person is the owner of several machines. Each licensee shall display in a conspicuous location the current license for each mechanical amusement device or mechanical musical device. The license shall be displayed in the premises wherein such devices are located, installed or operated. All licenses shall be issued for a period not to exceed one year, and shall expire on January 31 of each year. If a license is issued for less than one year, the fee shall be prorated on a quarterly basis.
(b) If any licensed mechanical amusement device or mechanical musical device is replaced or substituted during the year, the licensee shall file an application for transfer of the license to the replacement or substituted device.
