3.05 CLERK OF COUNCIL.
   The person who is elected as the Clerk-Treasurer under the general statutory plan of government for the Municipality shall serve as the Clerk of Council and the Director of Finance under this Charter through March 31, 2000 and shall exercise the powers of the Clerk of Council and the Director of Finance under this Charter. If the office of Clerk-Treasurer becomes vacant prior to April 1, 2000, then the separate offices of the Clerk of Council and Director of Finance to be appointed pursuant to this Charter shall be created, and the Council shall appoint a Clerk of Council as provided in this section.
   Council shall appoint a person to serve as Clerk of Council. The Clerk of Council shall be an officer of the Municipality and shall give notice of Council meetings to its members and the public, keep the minutes of Council's proceedings and perform such other duties as are provided by this Charter or by Council. The Clerk of Council shall be subject to the supervision of the Manager. The Clerk of Council shall serve at the pleasure of Council and may be removed without cause by Council. The Clerk of Council shall be a Notary Public.
