We, the people of the Village of Johnstown, Licking County, Ohio, in order to provide a democratic and efficient form of governmental organization, to secure for ourselves the benefits of municipal home rule, and to exercise all the powers of local self-government conferred under the Constitution and laws of the State of Ohio, do hereby adopt for our Municipality the following Charter.
