Supplies, equipment, and contractual services may be purchased through the Statewide purchasing program of Illinois Department of Central Management Services or other State of Illinois agency conducting a similar purchasing program without following the purchasing procedures contained herein. However, department heads should assure themselves that purchases made through such programs are resulting in the best possible product, service and price for the purchases being made.
