2-1-8: WARRANTS AND MISCELLANEOUS PROCEDURES:
   A.   Warrants In Vacation:
      1.   The county clerk shall have standing authorization to issue warrants in vacation in any amount when such warrants relate to payroll, pension expense, life or health insurance premium expense, county recorder's revenue stamps, tax redemptions, refunds, and all items or services previously approved by county board action, for which there are sufficient funds.
   B.   County Administrator:
      1.   The county administrator shall establish and maintain procedures for processing nonpayroll claims. Said processes shall include consideration of the following mission critical components to claims processing:
         a.   Ensuring no budgeted line item is overdrawn.
         b.   Take a leading role with projects that affect more than one department's annual budget or deliverables.
         c.   May recommend optional vendors and/or commodities/materials to the using department if better pricing may be available via a current contract, blanket bid or joint bid.
   C.   GIS/IT Coordinator: The GIS/IT coordinator shall ensure technological procurements are compatible with county systems.
   D.   Computer And Telephone Equipment: All budgeted computer and telephone equipment purchases and/or any system alterations may be purchased after consultation with the GIS/IT coordinator and county administrator.
   E.   County Clerk: The county clerk shall perform the following functions in regards to procurements:
      1.   Vendor maintenance.
      2.   Archive processed claims.
      3.   Prepare a monthly claims report for the county board.
   F.   Payroll Processing: The county clerk is authorized to establish, implement and maintain a payroll processing and distribution system which employs electronic depositing of payroll directly into an employee's personal account of their choice. (Ord. 2011-4, 5-10-2011)
