Any subdivider who violates this title and any applicable federal, state or local ordinances shall be subject to the following penalties:
A. Failure To Plant Cornerstone; Improper Surveys: Whoever shall neglect or fail to plant any cornerstone when required by this title, or shall survey any subdivision or cause any subdivision to be surveyed in any other manner than that which is prescribed in this title, shall be guilty of a petty offense and fined in any sum not less than one hundred dollars ($100.00), plus costs.
B. Selling Lots Without Recorded Plat: Whoever sells or offers for sale or leases for any time period any lot or block in any subdivision in the county before all of the requirements of this title have been complied with shall be guilty of a petty offense and fined not less than one hundred dollars ($100.00), plus costs, for each lot or block or part thereof so disposed of, offered for sale or leased.
