The following procedure shall be followed to ensure the enforcement of this title: Whenever it shall come to the knowledge of the recorder of deeds or any officer or employee of the county that any of the provisions of this title have been violated, it shall be his duty to notify the plat officer, who shall thereafter notify the state's attorney of the county of the violation. The state's attorney shall then send a certified letter to the person deemed to be offending, stating the violation and requesting compliance with this title. If the violation is not corrected and the terms of this title complied with within a reasonable time, as stated in the letter, the state's attorney shall prosecute the violator for violating this title.
