2-1-3: ADMINISTRATION AND ENFORCEMENT:
   A.   Administration And Enforcement: The county administrator, or his designee, shall be responsible for the proper administration and enforcement of this chapter and, in so doing, shall have the authority to promulgate such rules, regulations, procedures and forms as may be necessary to assure its effective operation.
   B.   County Administrator: The county board is primarily responsible for the expenditure of all county funds. While the county board approves purchase order/claims on a monthly basis and has the legal authority to purchase equipment, materials, supplies, and services, the county board has delegated certain purchasing functions and authority to the county administrator.
   C.   Department Heads: The county board has also delegated partial responsibility to the various department heads. Each department head shall be responsible for procurement of commodities or services required by his/her department in accordance with this policy statement. Adherence to this policy will enable the county to maintain a decentralized purchasing process monitored by the county board and the county administrator.
   D.   Review: Department heads shall request the state's attorney's office to review all first time contracts with anticipated annual obligations exceeding five thousand dollars ($5,000.00). (Ord. 2011-4, 5-10-2011)
