Nothing in this chapter shall limit the right of the county highway department to permit the location, placement or construction of any ditches, drains, track, rails, poles, wires, pipeline or other equipment upon, under or along any road or its road facilities or which the county highway department determines is necessary to service facilities required for operating the highway or road, including rest areas and weigh stations.
