4-1-7: DENIAL OF LICENSE TO CERTAIN PERSONS:
No license of any kind shall be issued by the county liquor control commissioner to:
   A.   A person who is not a resident of the county.
   B.   A person who is not of good character and reputation in the community in which he resides.
   C.   A person who is not a citizen of the United States.
   D.   A person who has been convicted of a felony under any federal or state law/statute.
   E.   A person who has been convicted of any crime or misdemeanor opposed to decency and morality.
   F.   A person whose license issued under this chapter has been revoked for cause.
   G.   A person who, at the time of application for renewal of any license issued hereunder, would not be eligible for such license upon a first application.
   H.   A copartnership, if any member thereof would not be eligible to receive a license hereunder for any reason other than the failure to maintain his residence within the county. In order to obtain a license, at least one member of the partnership must maintain his residence within the county.
   I.   A corporation, if any officer, manager or director thereof or any stockholder or stockholders owning in the aggregate more than five percent (5%) of the corporation would not be eligible to receive a license hereunder for any reason other than citizenship or residence within the county.    J.   A limited liability company (LLC), if any manager of the LLC or any member owning in the aggregate more than five percent (5%) of the LLC, would not be eligible to receive a license hereunder for any reason other than citizenship or residence within the county. (Ord., 6-9-1998)
   K.   A person whose place of business is conducted by a manager or agent who does not possess these qualifications required by the licensee.
   L.   A person who has been convicted of a violation of any federal or state law concerning the manufacture or sale of alcoholic liquor, or shall have forfeited his or her bond to appear in court to answer charges for any such violation.
   M.   A person who does not own the premises for which the license is sought or does not have a lease thereon for the full period for which the license is to be issued.
   N.   Any law enforcing official, including any member of the county board, and no such official shall be interested directly or indirectly in the sale or distribution of alcoholic liquors; except, that a license may be granted to such official in relation to premises which are not located within the territory subject to the jurisdiction of that official, provided the issuance of such license is approved by the appropriate authorities.
