§ 70.01 SPEED LIMITS ON LOCAL RESIDENTIAL ROADS.
   (A)   The speed limit on local residential neighborhood roads under town jurisdiction is 25 mph.
   (B)   The County Sheriff’s Office is authorized to enforce this section.

§ 70.02 TOWN PROVISIONS CONCERNING CARELESS DRIVING.
   (A)   Unlawful. It shall be unlawful to operate any vehicle upon a public way negligently, heedlessly, and without due caution in a manner so as to endanger any person or property.
   (B)   Exclusion. This offense shall in no way whatsoever be used as an alternative or lesser charge for driving under the influence of intoxicants, driving under suspension of driving license, passing a stopped school bus, or reckless driving.

§ 70.03 ERECTING SIGNAGE.
   Pursuant to S.C. Code § 56-5-710, Town Council hereby empowers the Department of Public Works to erect stop signs, no parking signs and other traffic-control devices on town streets under its jurisdiction as it may deem necessary to regulate, warn, and guide traffic using such locations and streets.

§ 70.04 MINIMUM WIDTH OF ROADWAY REQUIRED TO BE FREE FOR TRAFFIC; BLOCKING PUBLIC OR PRIVATE DRIVEWAY PROHIBITED.
   (A)   No person shall stop, stand or park any vehicle upon a street in such a manner as to leave available less than 15 feet of the width of the roadway for the free movement of vehicular traffic, except that a driver shall stop when necessary in obedience to traffic regulations or traffic signs or signals or a police officer.
   (B)   No person shall stand, stop or park any vehicle in front of a public or private driveway or within three feet of either side thereof, or on the opposite side of any public or private driveway in such a manner as to inhibit the entry or departure from the driveway or block necessary service delivery (i.e., mail delivery, trash pick-up) and to ensure emergency vehicle access. Any duly authorized person, prior to issuing a uniform ordinance summons for a violation of this division (B), shall determine that the vehicle is inhibiting the entry or departure from such driveway.
