§ 1282.09 GROUP RESIDENTIAL HOME OR FACILITY.
   (a)   As used in this section, “Group Residential Home or Facility” means any home or place where persons are located for housing by a community addiction services provider or a residential disabilities provider.
   (b)   Anyone owning, operating, facilitating, or coordinating a group residential home or facility as defined herein above must register with the office of Mayor or the Mayor’s designee by disclosing the physical address of such home or facility and the number of residents occupying said home or facility. Said registration must take place within 30 days after the effective date of this section. The penalty for noncompliance with this section shall be a fine of ten thousand dollars ($10,000.00). Each day a violation shall be deemed a separate offense with said fines being payable to the city’s Finance Department.
   (c)   A moratorium upon the establishment of any group residential home or facility as defined herein above is hereby imposed for a period of one year from the effective date of this section. The provisions hereof shall have no effect upon any such home or facility in existence as of the date of the adoption of this section.
