The purposes of this chapter are to prevent accident to the general public because of unsafe structures; to prevent the erection of structures of any kind that will obstruct the view of crossings and intersections of streets; to lessen the fire hazard; to enforce the use of noncombustible material in construction; to do away with places where nuisances are committed and trash deposited; and to prevent the erection and maintenance of unsightly, carelessly constructed, unsafely located, posted or painted sign boards.
