Permit fees for work done under this Building and Housing Code shall be as follows:
(a) New construction. For new construction the following fees shall be charged. The fees shall be determined and paid upon application for a building permit and before any building permit is issued.
(1) A basic fee of twenty dollars ($20.00), plus seven dollars and fifty cents ($7.50) per 100 square feet of cubic contents or fraction thereof.
(2) A. The cubic contents shall be determined as the space occupied by the building from the basement, cellar floor or ground level under the building up to a point at one-half the vertical distance from the highest ceiling to the ridge of the roof.
B. No building permit shall be issued until construction plans have been submitted with the application to the Building Official, the plans have been approved by him or her and the fees have been paid.
(b) Alterations to buildings. For alterations to buildings or any change or rearrangement in the building or in heating or ventilation equipment (excluding work performed for maintenance purposes only), and for new items as indicated in division (g) hereof or alterations thereto, except as otherwise provided for in this schedule of fees, the fees shall be as follows:

(c) Reconditioning or repairing buildings.
(1) For reconditioning or repairing of buildings, structures or heating or ventilating equipment, including work performed on buildings, structures or heating or ventilating equipment for maintenance purposes only in keeping with the existing type of construction and occupancy, there shall be charged the same fees as in division (b) hereof, except that no fee shall be required where the work and material do not exceed two hundred dollars ($200.00).
(2) Divisions (b) and (c) hereof, shall not be construed to include nonstructural work such as painting either exterior or interiors, papering of walls, ceilings or rooms, carpeting or linoleum work upon floors, walls or stairs, installing gates on walls, work on sidewalks or other nonstructural work.
(d) Shoring and raising. For shoring and raising, the fees, shall be the same as in division (b) hereof.
(e) Moving buildings. For moving buildings, the fees shall be as determined by the Building Official. Such determination shall be based upon grounds of safety.
(f) Wrecking. For wrecking, the fees shall be ten dollars ($10.00) for each 2,000 square feet or fraction thereof of total floor area. The floor area of each story (except basement) using outside dimensions shall be additional and a separate permit shall be required for each separate building. Before the required bond can be released, the lot shall be cleaned to the satisfaction of the Building Official.
(g) Electrical work.
(1) The fees for electrical permits, including inspection, shall be as provided in this division for electrical work in the city. If and when the services of the city electrical inspectors are required outside the city, those services shall be paid for in accordance with the schedule of fees as set forth in this division, plus one dollar and seventy-five cents ($1.75) per hour, and one hour shall be a minimum charge. All such requests shall be made on the same forms as those required for work in the city.

(2) Inspection fees in excess of five dollars ($5.00) shall include necessary partial inspections.
(3) For each reinspection fee made necessary on account of incomplete or faulty work, a charge of one dollar ($1.00) will be made.
(4) This division does not apply to maintenance work or to minor changes or revisions done by an industry maintaining a qualified electrical department supervised by a qualified maintenance foreperson approved by the Building Official.
(h) Plumbing work.
(1) The fees for plumbing work shall be as provided in this division for plumbing work in the city and shall be paid for by the owner, contractor or other agent of the owner except where the application for such plumbing permit, together with the required plans and specifications, are submitted to the city as a part of and along with the original plan for the building or structure concerned.
(2) Wherever the services of a city plumbing inspector are required in the city, his or her services shall be paid for by the agency receiving the fees in accordance with the schedule of fees as set forth in this division, but in no case shall such fee be less than one dollar ($1.00), and the minimum payment for his or her services shall be two dollars ($2.00) per hour. The owner, contractor or other agent shall pay to the city or to another agency receiving the fees for plumbing permits in accordance with the schedule of fees as set forth in this division, but in no case shall such fee be less than one dollar ($1.00) for a permit.
A. For installation other than fixtures or replacements, one dollar ($1.00);
B. For installation of fixtures included, one dollar ($1.00) for the first fixture, plus fifty cents ($.50) for each additional fixture;
C. No fee for replacements.
(i) Signs and outdoor display structures. See § 1474.22.
(j) Furnace, boiler and heating equipment installations. For furnace, boiler and heating equipment installations, where not included in the original plan, the fees shall be as follows:
(1) Warm or hot air heating furnaces, warm air winter air conditioning installations, steam and hot water heating, boiler installations: two dollars ($2.00) for each unit.
(2) Power boiler installations: five dollars ($5.00) for each unit of fifty horse power (H.P.) or less, plus five dollars ($5.00) for each additional 100 H.P.
A. Boilers carrying more than thirty-five pounds per square inch pressure shall be classed as power boilers and ten square feet of heating surface shall be classed as one H.P.
B. Power boilers installed for heating purposes shall be rated at 138 square feet radiating capacity for each H.P. Permit fees shall be paid as set forth for steam heating boilers.
(3) Gas fired unit heaters or gas or oil burners: two dollars ($2.00) for the first unit and twenty-five cents ($0.25) for each additional unit in the same installation job.
(4) Gas fired radiators:
A. For the first unit with rated capacity of not over 50 square feet radiation, one dollar ($1.00); fifteen cents ($0.15) for each additional unit in same installation job; and
B. For the first unit exceeding 50 square feet radiation, two dollars ($2.00); and 30 cents ($0.30) for each additional unit in same installation job.
(5) Powdered coal burning equipment, two dollars ($2.00) for the first unit of 150 H.P. or less, plus one dollar ($1.00) per additional 100 H.P. or unit in the same installation job;
(6) Incinerator installations, two dollars ($2.00) for each unit; and
(7) Chimneys and stacks: The fees as scheduled in division (b) hereof shall apply.
(k) Ventilating fan and air conditioning. For ventilating fan and air conditioning installations, the fee shall be two dollars ($2.00) per fan for a fan involving the use of duct work.
(l) Elevators and escalators. The fees shall be as follows:
(1) Installations. One dollar ($1.00), subject to the approval of the State Department of Industrial Relations.
(2) Alterations. One dollar ($1.00), subject to the approval of the State Department of Industrial Relations.
(m) Blocking sidewalk, street or alley. There shall be no fee for the blocking of a sidewalk, street or alley, but the person constructing, reconstructing, altering, repairing, moving or demolishing a building or structure or part thereof shall repair or repay to the city for the repair of any damage to such sidewalk, street or alley as may occur during such work upon the building or structure, and shall file a bond or furnish insurance to the city to save harmless the city for all damage claims arising from the neglect to erect barricades, warning lights and other protective measures.
