The Urban Renewal Plan may be modified or varied at any time by a resolution of Council. Any modification or variation proposed to the Urban Renewal Plan by a redeveloper or the Department of Community Development shall be submitted to the Development Review Committee. If the Committee determines that such modification or variation is significant, then such modification or variation shall be submitted to Council for approval in accordance with the same procedure by which the plan was originally adopted. If the Committee determines that such modification or variation is not significant, then the Committee itself may approve or deny the modification or variation.
