§ 1290.02 TYPES OF PROPOSED RENEWAL ACTIONS.
   Proposed renewal actions are as follows:
   (a)   Eliminate structurally substandard and blighting structures and adequately relocate the present occupants;
   (b)   Eliminate certain structures which are not a substandard or blighting influence, but which for various other reasons shall be removed in order to facilitate the successful execution of the project;
   (c)   Provide land for residential re-use, with emphasis upon the provision of units for low and moderate income families and individuals and upon increasing the community’s supply of higher-density residential development;
   (d)   Interrelate higher-density residential development and housing with the provision of open space;
   (e)   Provide land for new Central Business District commercial uses and, in the process, complement existing central commercial functions;
   (f)   Develop a convenience commercial area for residents at inlying locations to the hillside and downstream sides of the Central Business District, with good pedestrian access for its walk-in market and good vehicular access for its drive-in market;
   (g)   Separate loading-unloading spaces from off-street parking spaces so that service vehicles and automobiles do not conflict with one another;
   (h)   Create adequate off-street parking spaces to serve the commercial customers, office users and residents within the project.
   (i)   Locate peripheral off-street parking in close proximity to the commercial frontage;
   (j)   Limit access points along Second and Fourth Street frontages through selective placement of off-street parking lots;
   (k)   Vacate a number of streets and alley rights-of-way within the project area;
   (l)   Construct various new streets within the project area;
   (m)   Install attractive and functional street lighting, street furniture, landscaping, walkways, curbs and gutters, street pavements, water lines, sanitary and storm sewers, and the like within the project area;
   (n)   Close a portion of Railroad Street for use as a pedestrian walkway;
   (o)   Close Third Street to all vehicular traffic, except emergency vehicles, so as to provide a pedestrian walkway interconnecting the new housing with the commercial areas and the neighborhood park land;
   (p)   Provide neighborhood park land for project area residents and for adjacent residential development;
   (q)   Place all utility lines underground within the project area; and
   (r)   Separate sanitary sewage from storm drainage runoff within the project area.
