(a) The project area is generally described and bounded as follows:
Situated in the City of Ironton, County of Lawrence, State of Ohio, and bounded as follows:
Beginning at a point at the southeast corner of Center Street and North Fourth Street, such point being the intersection of the south right-of-way line of Center Street and the east right-of-way line of North Fourth Street; thence northwardly along such east right-of-way line of North Fourth Street to a point in the south right-of-way line of Aid Alley; thence eastwardly with such south right-of-way line of Aid Alley to a point in the east right-of-way line of North Low Alley; thence northwardly along such east right-of-way line of North Low Alley to a point in the north right-of-way line of Etna Street; thence westwardly along such north right-of-way line of Etna Street to a point in the west right-of-way line of North Second Street; thence southwardly along such west right-of-way line of North Second Street to a point in the north right-of-way line of Lawrence Street; thence westwardly to a point in the east right-of-way line of North Front Street; thence southwardly with such east right-of-way line of North Front Street to a point in the south right-of-way line of Center Street; thence eastwardly with such south right-of-way line of Center Street to the point of beginning.
