In a Business B-3 District, no building, structure or land shall be used and no building or structure shall be erected, altered or enlarged which is arranged, intended or designed for other than one of the following uses:
(a) All permitted uses as regulated in the Business B-2 District;
(b) Any retail store, personal service or business service establishment, subject to all applicable regulations and such permits and licenses as may be required by law, and provided that the use is not objectionable due to noise, fumes, smoke, odor or vibrations;
(c) Manufacturing, treatment, converting, finishing, warehousing or assembling authorized as a principal permitted use in an industrial district, provided that such use shall be located on floors other than the ground floor, and provided, further, that any mechanical equipment, machinery or process is not hazardous, offensive or objectionable due to noise, fumes, smoke, odor or vibration; and
(d) Signs as may be permitted in Chapter 1474 of the Building and Housing Code.
