§ 1224.06 CONSTRUCTION OF IMPROVEMENTS.
   (a)   Prior to the acceptance and final approval of a plat the following shall be completed and installed.
      (1)   All streets as specified in this chapter shall be paved with a minimum of six inches of concrete or six inches of bituminous asphalt.
      (2)   Each such street shall have concrete curbs extending eight inches above the flowline of the gutters installed.
      (3)   Concrete or brick sidewalks shall be installed in a minimum width of one-eleventh of the right-of-way width and 18 inches from the property line. Sidewalks shall be a minimum thickness of four inches, except at driveways where the minimum thickness shall be six inches.
      (4)   Separate storm and sanitary sewers shall be installed with proper manholes and catch basins. All sanitary sewer taps shall be run to the individual lots and shown on the plans by dimensions.
      (5)   All gas, water, electric and other utilities shall be installed.

   (b)   All plans for the construction of improvements shall be submitted to the Mayor’s designee and receive his or her approval prior to construction of the improvements and acceptance of the plat. The Mayor’s designee shall also inspect the construction and approve the completed construction prior to final approval of the plat.
