(a) The basic purpose of the Lawrence/Scioto County Joint Solid Waste Management District Plan is:
(1) To assure the District has at least ten years of acceptable disposal capacity;
(2) To provide for a 25 percent reduction of waste disposed at a landfill; and
(3) To make provisions to improve the general health and safety of the community as it relates to solid waste management.
(b) The Council of the City of Ironton hereby approves and ratifies the Lawrence/Scioto County Joint Solid Waste Management District Plan Update.
