(a) In order to obtain permission to place a dumpster next to the curb on a street in the city, a person shall apply for a permit to be issued by the Code Enforcement Director if it is determined by the Code Enforcement Department that granting the permit shall have no dangerous or detrimental effect.
(b) The permit issued under the criteria set forth in division (a) shall extend for a maximum period of four weeks, but the permit can be extended up to an additional four weeks if the Code Enforcement Department, in its sole discretion, determines that circumstances warrant the extension.
(c) In the event a permit is granted, no dumpster shall be placed in any manner that would obstruct the view of vehicular traffic and each dumpster shall be equipped with adequate reflectors in size and number on each side of the dumpster which will make the dumpster clearly visible at all times.
(d) Whoever violates this section either by failing to obtain a permit or by not complying with the terms and conditions of an issued permit shall be given one warning to rectify the violation immediately, and if not so rectified, shall be subject to a fine of twenty-five dollars ($25.00) per day for each day the violation continues.
