(a) The city has adopted a garbage service collection fee for the purposes of funding the Sanitation Fund and the Garbage Equipment Reserve Fund.
(b) The percentage of garbage equipment service collection deposited into the Garbage Equipment Reserve Fund shall be reduced from the present three percent to zero percent for a 24-month period starting October 1, 2008 and ending October 1, 2010.
(c) At the end of the above-mentioned 24-month period, the same three percent of collection fees be returned as the required percentage of collection fees designated for deposit into the Garbage Equipment Reserve Fund.
