The city shall collect garbage, litter and trash throughout the city subject to the following regulations.
(a) Garbage, litter and trash shall be placed in such areas as the Director of Public Works and Services shall designate as collection points. Garbage, litter and trash in other than such collection points will not be picked up.
(b) Within the Downtown Business District, garbage, litter and trash shall only be placed in such collection points from 8:00 a.m. to 10:00 a.m. of the day the trash is collected. Garbage, litter and trash left at the collection points after pick-up by the city shall be removed by the depositor.
(c) The Director shall designate the type of container to be used for the collection of garbage, litter and trash, and its condition, size, weight and number.
(d) Garbage, litter and trash shall not be defined to include, by way of example only, furniture, bedding, appliances, auto parts, concrete and building materials, such as wood, pipe, shingles and tin roofing.
(e) Tree and brush limbs shall not be in excess of three inches in diameter or more than four feet in length, and must be tied, bundled, boxed or wrapped together for pick-up.
(f) The Director shall designate the time of collection of garbage and trash throughout the city.
