(a) Only metered water service supply lines will be permitted, except such branches as are installed for fire protection and which are subject to special rules and regulations. That portion of the water service supply line within the city right-of-way limits of the streets, easement, roads and alleys, from the main to the curb line of the street, or to the property line of the alley, will be installed by the city.
(b) Exception: In cases where the meter is located or exists on private property that portion installed by the city shall be to the nearest shut-off valve or curb stop within the city right- of-way.
(c) The approval of the Superintendent of Water shall be obtained in all cases where a water service branch larger than one inch in diameter or an additional branch is applied for.
(d) Water service supply line branches shall not be placed in the same trench with sewer connections. A trench separate and distinct from the sewer shall be made for the water service supply line from the main pipe in the street to the meter.
(e) When premises are supplied through two or more water supply lines, each water supply line shall be equipped with a check valve after the meter set so that the water can flow into the premises, but no water can flow out. Also, each water supply line shall be equipped with a separate meter.
(f) Each dwelling unit shall be provided with an accessible main shutoff valve near the entrance of the water service. The valve shall be of a full-way type having minimal restriction to flow, with provision for drainage such as a bleed orifice or installation of a separate drain valve. Additionally, the water service shall be valved at the curb or property line in accordance with local requirements.
(g) Notice of leaks and necessary repairs shall be left on the premises.
(h) Failure to receive said notice shall not relieve the accountable customer of the premises of the responsibility of making repairs, or the payment of the charges made by the Water Department. Accountable customers of premises no longer desiring the use of water through a water service supply line may make application to have the same withdrawn.
(i) Charges for opening streets for the installation or the withdrawal of water service supply lines, including excavation, back filling and street restoration, shall be the cost to the city of materials, labor and equipment and be the responsibility of the accountable customer.
(j) Plumbers, when completing the installation of water service supply lines, shall leave the curb cock closed. Only an authorized employee of the city shall turn on the water to the supply line. No water supply shall be turned on, established or re-established until approval is present that the premises conforms to applicable building codes.
(k) It shall be unlawful for any person to tap into the pipes of the Water Works or in any manner attach any fixture to any service pipe connected with the Water Works distribution system. Also, it shall be unlawful to change, alter, tamper, vandalize, replace or remove any fixture or service supply line connected with the Water Works Distribution System without first having a permit therefore signed by the Superintendent of Water or his authorized representative. Any person receiving a permit shall, in all respects, conform to the Rules and Regulations of the Water Department of the City of Ironton, Ohio as they now exist, or may hereafter be amended or changed and all applicable building codes lawfully adopted by the city.
(l) The city does not guarantee any fixed pressure or a continuous supply of water, these being subject to the conditions which may arise in the operation and maintenance of the Water Works.
(m) In the case of breaks in mains, services, pumps and auxiliary machinery, reservoirs or other Water Works [text missing from ordinance] health, safety and welfare of the citizens), without notice, and no claim will be considered for damages to service branches, plumbing fixtures, or other losses arising there from. Whenever practical, a notice that water is to be shut off will be given, either at the premises or through the media.
