§ 1044.08 REVIEW OF CHARGES AND FEES; NOTICE.
   By October 1 of every year, the Director of Public Works and Services shall prepare an updated user charge analysis and a recommended schedule of service charges. The Director shall submit the schedule at the first regular Council meeting thereafter for ratification and incorporation into these Codified Ordinances. The schedule shall be in accordance with the following requirements.
   (a)   The schedule shall result in the distribution of the costs of operation and maintenance of the wastewater system within the city’s jurisdiction to each user class in proportion to the user’s contribution to the total wastewater loading of the wastewater system. Factors such as strength, volume and delivered flow rate characteristics shall be considered and included as the basis for the user’s contribution to ensure a proportional distribution of operation, maintenance, replacement and debt service costs to each user’s class.
   (b)   The factors in the schedule shall be reviewed biennially and revised as necessary to reflect actual wastewater system operation and maintenance costs. The schedule shall generate sufficient revenue to offset the cost of all wastewater system operation, maintenance and replacement of equipment and debt services.
   (c)   (1)   The schedule shall be published annually, in the first quarter of each calendar year, by one of the following methods:
         A.   Published twice in a daily newspaper of general circulation in the sewer service area; or
         B.   Mailed to all wastewater system users in conjunction with a regular utility bill.
      (2)   The published schedule shall state separately the operation and maintenance costs and the capital costs related to wastewater services.
