§ 1044.05 MEASUREMENT OF WASTEWATER VOLUME AND STRENGTH.
   (a)   Methods for determination of volume of discharged waste. In order to determine the volume and concentration of waste discharged by any person for the purpose of determining the applicable sewer service charge, the city may use one of the following methods to calculate the number of gallons of wastewater discharged into the wastewater system:
      (1)   The amount of water supplied to the premises, as measured by a water meter acceptable to the Director of Public Works and Services;
      (2)   The number of gallons of wastewater discharged into the wastewater, as determined by measurements taken by a wastewater meter at a control manhole, all installed by the user, at the user’s expense;
      (3)   A figure determined by any combination of the foregoing; or
      (4)   Any reasonable method determined by the Director in certain unusual circumstances where the use of meters is not practical.
   (b)   Analysis of discharge.
      (1)   In order to determine the proper industrial waste charges, the city shall request all users classified as industrial waste dischargers to submit an analysis of their discharge, showing a determination of the concentration of wastes contained in such discharge. Such analysis shall include all information requested on forms provided therefor by the city.
      (2)   After the initial determination by the city, the city may from time to time request a repeat analysis from any industrial waste discharger in order to ensure the accuracy of the industrial waste charges.
   (c)   Validation of analysis by city. The city may make its own analysis of the user’s discharge in order to validate the analysis submitted by such user. Such analytical data and samples shall be made available to the user. The cost of monitoring, analysis and validating a user’s discharge shall be reimbursed to the city by the user in accordance with the schedule of charges and fees set forth in § 1044.07.
   (d)   Special charges. The city may impose special charges over and above the industrial waste rate if a particular waste causes additional expense to the city in its handling and treatment. To determine acceptability of such waste and the discharge for treatment thereof, the city shall require persons wishing to discharge such wastes to submit a written analysis of the characteristics of the wastes. Such analysis may be validated by the city as provided in division (c) hereof.
