Nothing contained in this chapter shall be construed as preventing any special agreement or arrangement between the city and any person whereby a waste of unusual strength or character may be accepted by the city for treatment, subject to payment by the person. Such payment shall be relative to the extra cost of treating the waste. However, any special agreement shall not be permitted for any waste in excess of federal regulations or limitations.
