§ 1042.31 TESTS AND ANALYSES.
   (a)   All measurements, tests and analyses of the characteristics of waters and wastes shall be in accordance with the latest edition of Standard Methods and shall be determined at the control manhole or upon suitable samples collected at the control manhole. However, alternate methods for certain analyses of industrial wastes may be used, subject to mutual agreement between the Director of Public Works and Services and the person. If no special manhole has been required, the control manhole shall be considered to be the nearest downstream manhole in the public sewer to the point at which the building sewer is connected.
   (b)   Determination of the character and concentration of the industrial wastes shall be made by a laboratory approved by the Director. The person whose wastes are being analyzed shall promptly reimburse the city for collecting samples at the rate of thirty dollars ($30.00) for each day or part thereof that such samples are collected. The laboratory approved by the Director to analyze the samples shall submit invoices for the costs of such analyses directly to the person. Such invoices shall be promptly paid directly to the designated laboratory.
