The Director of Public Works and Services and other duly authorized personnel of the city bearing proper credentials and identification shall be permitted to enter all premises without advance notice to conduct inspections, sampling, compliance monitoring and metering operations to ensure compliance with this chapter. While performing these activities, city personnel shall observe all safety rules established by the person.
