(a) Any water or waste which, by interaction with other water or waste in the sewage works, releases obnoxious gases, develops color of undesirable intensity, forms suspended solids in objectionable concentrations or creates any other condition deleterious to the sewage works shall be subject to control or shall be debarred from the sewage works by the Director of Public Works and Services.
(b) Concentrated dye wastes, spent tanning solutions or other wastes which are highly colored, or liquid wastes which have a strength or concentration greater than normal sewage, shall be subject to special review by the Director for:
(1) Approval or rejection of admission to the public sewers;
(2) Modification at the point of origin to permit admission to the public sewers; or
(3) Pretreatment by the person to permit admission to the public sewers.
(c) Persons whose average daily flow is greater than two percent of the city’s average daily sewage flow shall be subject to the review and approval of the Director prior to admission to the public sewer.
