No person shall discharge into any natural outlet in the city, or in any area under the jurisdiction of the city, any sanitary sewage, industrial waste or other polluted water, except where suitable treatment has been provided according to this chapter. All discharges to natural outlets shall be subject to regulation by NPDES permits.
