(a) Treelawns are the responsibility of the owner of the property abutting thereon and shall be kept in repair and maintained.
(b) Responsibility includes the trimming and removal of trees and mowing grass in the treelawns.
(c) The maintenance shall be done to the satisfaction of the Director of Public Works.
(d) No tree shall be removed without first obtaining permission from the Director.
(e) The city shall give written notice to each property owner whose treelawn is in need of maintenance or repair and are hereby ordered to have such work done within 30 days from notice.
(f) Upon failure of the owner to do such repairs within the time specified, the Director is hereby authorized and directed to cause such repairs to be made and to assess the entire cost of the same against such property and cause the same to become a lien thereon and to be collected in such a manner as may be provided by the law.
