(a) No person shall erect or maintain any step, cellarway or cellar door on any sidewalk or public place, extending more than three feet from the inside line of the sidewalk or public place, or construct or maintain any jut, window, porch or waterspout thereon which projects beyond the inside line thereof, without first obtaining a permit therefor from the Director of Public Works and Services. However, waterspouts may pass under or at a distance of not less than eight feet above the sidewalk to the line of the gutter.
(b) No person shall construct or maintain any steps, stairs or means of descent from any upper story of any building, projecting beyond the inside line of the sidewalk or public ground, without first obtaining a permit therefor from the Director.
