If any person fails to complete the restoration of any street, alley, sidewalk, treelawn or other municipal realty by the established completion date, the Public Services Coordinator is hereby authorized to complete such work and recover the city’s costs in doing so from the person failing to complete such work, provided that the Public Services Coordinator shall give such person 30 days notice of his or her intent to complete such work. If the work is not completed by the person receiving such notice within 30 days of receipt thereof, the Public Services Coordinator may proceed to complete such work.
