The funds collected under this chapter shall be deposited in the general fund income tax account and the funds shall be dispersed each calendar year in conformity with the approved budget allocations for that year, in the following order:
(a) Such part thereof as shall be necessary to defray all costs of collecting the taxes and the cost of administrating and enforcing the provisions thereof;
(b) Such part thereof as shall be budgeted each year for special purposes in any fund of the city; and
(c) The balance of funds available to be credited to the general fund.
