As used in this chapter:
(a) “Driver” means any person authorized and assigned to drive a taxicab.
(b) “Owner” or “operator” means the owner or his or her agent or employee responsible for the management, operation or dispatching of taxicabs.
(c) “Passenger” means any person who has engaged or ordered a taxicab or who is being carried in a taxicab, for whose carriage a charge is made.
(d) “Taxicab” means any motor vehicle having a seating capacity for fewer than eight passengers, and used for the individual carriage of passengers for hire not over fixed routes or between fixed terminals, operated by a driver other than the passenger and not his or her employees.
