(a) Not more than one person shall operate as a hawker, peddler or huckster from or upon any vehicle of any description, unless such additional person has secured a license, or is operating under an additional license as an employee as provided for in this chapter.
(b) If any licensee is disabled by sickness or from any other cause so that he or she is unable to operate under his or her license, the Director of Finance, upon being satisfied that such is the case, and upon written application of the licensee, shall endorse upon the license a permit for any member of the family of such licensee, whose name shall be specified, to operate under such license in the place of the licensee, for a period not exceeding 30 days.
