(a) Licenses issued pursuant to this chapter shall confer authority only upon the person to whom the same was issued or transferred, or to an employee whose name is endorsed thereon as provided in this chapter to operate thereunder. No person, except the holder of the license or his or her employee whose name is endorsed upon the license, shall carry or use the license.
(b) The Director of Finance may, at his or her discretion, make one transfer of a license, upon the request of the person to whom the same was issued or of his or her personal representatives, to some other person. Such transfer shall be endorsed upon the license, signed by the transferor and approved by the Director. Such transfer shall be noted upon the original license.
